Welcome to the Toxics Management Division at the City of Berkeley, CA. We are part of the Department of Planning & Development.
Toxics Management Division (TMD) is the certified California Environmental Protection agency responsible for ensuring hazardous materials, hazardous wastes and emergency pre-planning. TMD is the City’s Certified Unified Program Agency (CUPA) under Chapter 6.11 of Division 20 of California Health & State codes. As a CUPA, TMD is charged with enforcing six programs: Hazardous Materials Business Plan, Underground Storage Tanks, Above Ground Petroleum Storage Tanks, Hazardous Waste and Hazardous Waste Treatment, California Accidental Release program, and the Hazardous Materials Management Plan and Inventory Statement per CA Fire Code. TMD also implements the City’s industrial storm water pollution prevention codes and responds to industrial chemical releases and community complaints. TMD is staff to the City’s Community Environmental Advisory Commission which advises the Council on environmental concerns.
