The nine members of the City Council (eight elected by district and the mayor, elected at-large) appoint the members the Board of Library Trustees and the members of the City’s Boards and Commissions. The Boards and Commissions serve as advisory bodies to the Council, although some have quasi-judicial functions. The Berkeley Housing Authority members are appointed by the Mayor and confirmed by the Council.
