The City of Berkeley Housing Element serves as the City's framework for housing goals and policies.  The state-required planning document is intended to guide decisions that will facilitate the development, rehabilitation, and availability of housing in Berkeley. 

The Berkeley City Council adopted the 2009-2014 Housing Element on October 19, 2010 with resolution No. 65,076.

HOUSING ELEMENT UPDATE BACKGROUND INFORMATION

Opportunity site inventory and residential capacity analysis
As part of the 2009 Housing Element update, Berkeley is required to identify land that is suitable for enough development to allow 2,431 new residential units.  To meet this goal, city staff reviewed records on Berkeley properties to find those with potential for new residential or mixed-use construction. Information about the identified sites, the analysis methodology, and state law requirements is available through the following link:

The City prepared a Negative Declaration (ND) on the 2009 Berkeley Housing Element.  The public review period on the ND was March 22 to April 20, 2010.
