Construction & Demolition Debris Diversion Requirements (BMC 19.24)
Building Permit applicants for project types listed below are required to divert Construction and Demolition (C&D) waste and debris from landfill disposal.
Project types subject to these requirements:
- Newly Constructed Buildings
- Renovations valued over $100,000 (Includes additions, alterations, remodels and repairs)
- Demolitions valued over $3,000
Forms and Documents:
Construction or demolition projects shall divert 100% of asphalt, concrete, excavated soil and land clearing debris for previously undeveloped lots, and 50% of construction and demolition debris by recycling, reuse, compost, or other approved method.
How to comply with C&D Requirements
Step 1 - Register your project online using Green Halo Systems and complete the Waste Diversion Form. Make sure to enter the Green Halo project tracking number on the Waste Diversion Form. The Green Halo System (www.greenhalosystems.com) is a FREE web based system that will help you create your waste management plan, upload your recycling data throughout your construction process and generate your final report demonstrating project compliance.
Step 2 - Create waste diversion plan in Green Halo and print out Project Information page. Submit 3 copies of the Waste Diversion Form and 1 copy of the waste diversion plan print-out from Green Halo with your Building Permit Application.
Step 3 - Divert debris as specified on the plan and collect required documentation. Collect construction debris receipts from transfer stations in order to qualify for diversion requirements. Upload recycling and disposal receipts to Green Halo.
Step 4 - Post-project, show Building Inspector final Green Halo report demonstrating diversion rate compliance. Final report is not required for single family renovations.

Fill-out the Waste Diversion Plan (non-shaded) portion of the document prior to starting your project and the Waste Diversion Report (shaded) portion of the document prior to final inspection.
