Downtown Berkeley Association
The Downtown Berkeley Association (DBA) performs the services funded by the Downtown Property Based Business Improvement District (PBID).
The Downtown Berkeley Property-Based Improvement District is a special district where property is assessed to fund specific downtown improvements and services in addition to those provided by the City of Berkeley. The PBID is self-imposed by a majority of property owners who must sign petitions and mark ballots to form the district. The Downtown Berkeley Association (DBA) will manage operations of the PBID, with a new governing board of property owners and businesses that will oversee the budget and management plan for the PBID.
The PBID management plan focuses on providing a clean, welcoming, and prosperous Downtown Berkeley. Proposed services include Maintenance teams that will sweep and pressure wash sidewalks; remove litter, graffiti and gum stains; weed tree wells; and generally increase maintenance of Downtown public spaces. Ambassador teams will provide information and to tourists and other visitors; provide a “neighborhood watch” to improve public safety; provide outreach to homeless persons and other social services; and discourage problematic street behavior to make Downtown more welcoming. Economic enhancements will include marketing programs to help downtown compete regionally; promotion and events to bring more residents and visitors to Downtown; business attraction and retention services focused on economic vitality of Downtown; and parking and transit advocacy to enable easy and friendly access to Downtown.
The Council has scheduled a public hearing on Tuesday, May 31, 2016 at 7:00 p.m. to hear testimony regarding the proposed assessment. The hearing will be held in the School District Board Room, 1231 Addison Street, Berkeley, CA 94702. The Council will consider all objections or protests, if any, to the proposed assessment. At the public hearing any interested person may present written or oral testimony.
